This directory will contain representations of vocabularies and other classification schemes recommended for use in conjunction with GeoSciML. 
Every term, concept, and classifier must be associated with at least one vocabulary or classification scheme. 
Classification schemes shall be identified using a URI. 
Items within the schemes shall have a language-neutral identifer, which may be a URI.
